His move was correct (forward, forward, counterclockwise), no bump with Royal Oak.
It's a bug that incorrectly assumes that America has to wait for London to make its second step forward and at the same time doesn't want to move London its second step forward before America second step is processed... in the end it just gives up, stops America there and then continues to move all the other ships.
