Yes, definitely some of each! And, it changes based on whether it's 1 on 1 or multi player.
In one on one, the 3 vs 4 is unbalanced, played well, the 3 will always win. The 4 ship pirate is unbalanced, pirates lose. Otherwise, you can likely win on either side for the other scenarios 1 on 1.
When you go to multi player, things become a lot tougher, all the pirates are tough to win, the 3 vs 4 becomes more balanced.
Just my opinion.
