It would be a nice addition. It would also of course mean that a ship would have to be designated as Flagship to give orders. I can just imagine a signal: Form line of battle astern of the Flagship and everyone ignores the order or doesn't know which ship is the Flagship.

In the meanwhile, we can do something about it ourselves.

Maybe we should form Fleets and then play as a team. We can have a predetermined list of signals that would accurately simulate signal flags.
e.g. The signal would read: Signal from Flag to Squadron Red, Square, Triangle.
The Captain would consult his 'signals book' and find that to mean: Tack in succession
The opposition, not having the same signal's book, would not know what was happening.

Just an idea to add some fun.
