My Solitaire cannot transfer crew to the abandoned Orient. It is not grappled nor fouled but it was mine. In any case the "ship's move input window" is showing only three choices (Offer Draw, Surrender and Use these Parties but no parties to choose).
Yes, I had the same issue in a different game. No TBP option to an friendly but empty ship.
It's never allowed that unless they're grappled or fouled. I assume friendly ships can transfer because both ships cooperate. If one ship is empty, the transfering men are on their own, so I'm not sure if that's a bug or not.
